DMT Abu Dhabi announces regulation of the civil use of drones aiming to ensure the safe use of drones

Administrative Decision No. (48) of 2024 regarding the regulation of unmanned aerial vehicle (drone) use for civil purposes was released by the Department of Municipalities and Transport – Abu Dhabi (DMT) to ensure the safe use of drones as well as the management, regulation, and monitoring of drone operations and related activities in Abu Dhabi. 

Along with improving smart mobility and aviation innovation, it also aims to standardise drone-related processes and procedures, establish the emirate as a drone industry hub, and draw investment to Abu Dhabi's drone industry.

The ruling covers every kind of drone in the emirate as well as associated activities. Except drones and activities exempted by Federal Decree by Law No. (26) of 2022 on Regulating the Civil Use of Drones and Related Activities, this includes the design, manufacture, assembly, modification, inspection, maintenance, or development of simulation systems, training, qualification, clubs, infrastructure development, airports, fueling stations, energy, and other activities and uses related to operated drones in the emirate, including free zones.

In addition, the DMT made it clear that it has taken on a number of duties mandated by the relevant laws. These duties include supervision, issuing permits and certificates, defining standards for drone take-off and landing locations, and formulating regulations for drone-specific infrastructure, such as runways and airports, in collaboration with the appropriate local and federal authorities. 

Additionally, DMT will hold awareness courses for both persons and entities that own and operate drones. In compliance with administrative directives, civil aviation rules, and technical standards controlling drone systems in Abu Dhabi, the seminars will make clear the processes and requirements for drone operation and related activities inside the emirate.
