MoHRE has partnered with Nafis to introduce the "Studying Citizen Employment Contract”

The Ministry of Human Resources and Emiratisation (MoHRE) and the Emirates Competitiveness Council for Emirati Nationals (Nafis) have collaborated to launch a ground-breaking programme called the "Studying Citizen Employment Contract" in an effort to improve the development and support of Emirati nationals. This new agreement is intended to give individuals who are in school job options as they continue their education in sanctioned programmes backed by Nafis.

An official contract between employers and citizens who are also enrolled in higher education courses is known as the Studying Citizen Employment Contract. Nafis has thoroughly reviewed and approved these courses, ensuring that they are in line with the specific job categories and professions that the Ministry has identified. After finishing their studies, Resolution No. 240 for 2023 authorises studying citizens to sign contracts to participate in sponsored programmes designated by Nafis for a minimal amount of time that is established by the Ministry.

This resolution encourages companies to give studying citizens adequate work possibilities for a set amount of time after they successfully complete their studies, as defined by the Ministry. Employers are required to grant work licences and pay employees under the Wage Protection System a minimum monthly compensation of Dh4,000. Citizens who are being studied count towards the establishment's localization ratios.

It is important to note that the incentives given to studying citizens enrolled in sponsored courses cannot be coupled with the advantages offered by Nafis to citizen employees in the private sector. After graduation, the agreement may be changed to a standard citizen employment agreement with wage modifications to reflect the occupation and field of speciality. Studying citizens have responsibilities, such as getting permission to change their specialism, successfully completing the allowed programmes, and keeping to training schedules. To make sure that the resolution is followed, strict safeguards have been put in place. Institutions that breach their commitments risk fines and forced payments. Similar to this, studying citizens who violate their contractual responsibilities must pay back all funds they got from the establishment during the term of their job contract.
