Manual on Public-Private Partnerships approved to enable federal government entities to benefit from expertise of private sector

A Public-Private Partnership (PPP) handbook was authorised by the UAE which outlines a regulatory and procedural framework to allow federal government organisations to conduct projects and make use of the private sector's experience 

The handbook, which supports national initiatives to encourage investment in cooperative projects between federal organisations and the private sector, was approved by the UAE Cabinet, according to the UAE Ministry of Finance. The handbook promotes the private sector's involvement in the development of initiatives.

By the 2023 law on regulating federal public-private partnerships, the manual documents procedures related to public-private partnership contracts, and their governance, including proposals from the private sector, market studies, value-for-money assessments, project structuring, and management. This helps to clarify the roles and responsibilities of relevant entities. It also contains guidelines for choosing partners, submitting bids and offers to prospective private sector partners, studying and assessing the project after completing a thorough analysis of it from multiple angles, and setting priorities for federal government and private sector partnership projects.

The UAE Ministry of Finance has determined key industries for the first stage of upcoming partnership projects, working with strategic partners. These industries include energy, infrastructure, healthcare, social services, and education. 

Given the significance of this cooperation and its influence on several facets of economic activity, the UAE Ministry of Finance seeks to develop and oversee integrated and efficient policies as well as improve communication and cooperation between the public and private sectors. Along with developing pertinent technologies, this endeavour also attempts to improve governance structures in order to preserve government flexibility and efficiency.
