His Highness Sheikh Mohammed bin Rashid Al Maktoum instituted the Hamdan bin Rashid Al Maktoum Establishment for Medical and Educational Sciences

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai instituted the Hamdan bin Rashid Al Maktoum Establishment for Medical and Educational Sciences, on Thursday. He also named Sheikh Rashid bin Hamdan bin Rashid Al Maktoum as the organization's president. 

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, announced the Board of Trustees of the Establishment, which is led by Humaid Mohammed Al Qutami, in another piece of law pertaining to the organisation. Vice Chairman of the Board will be Dr. Jamal Mohammed Al Muhairi. Along with the CEO of the Establishment, the Board also consists of Awad Saghir Al Ketbi, Dr. Khalifa Ali Al Suwaidi, Dr. Ahmed Eid Al Mansouri, Dr. Suleiman Muhammad Al Hammadi, Issa Al Haj Khadem Al Maidoor, and Abdulla Saeed Belyoahah.

The Hamdan bin Rashid Al Maktoum Establishment for Medical and Educational Sciences is mandated by legislation to support community and governmental initiatives aimed at improving the medical and educational fields. Along with increasing overall performance and services to be in line with global best practises in these fields, the institution also aims to promote a culture of innovation and creativity within these areas.

Additionally, the institution seeks to strengthen these key industries' capacities by, among other things, facilitating individuals in charge of such projects and supporting and encouraging scientific research.

The Establishment's mandate is outlined in Law No. (13) of 2023. It includes supporting public policies that encourage scientific and medical research, advance the educational and medical sectors, and recognise new talent and innovation. It also includes creating specialised reports that highlight the best in the fields of education and medicine. In addition to constructing and administering cutting-edge laboratories, the Establishment is charged with fostering brilliance and innovation through scholarships and establishing national and international alliances to accomplish its goals.

The Establishment is also tasked with creating local, regional, and international awards for the industries it regulates. It seeks to reward and celebrate people and organisations who are willing to donate their time to provide medical or educational services during natural catastrophes, wars, pandemics, famines, and other similar emergencies. The Establishment also aims to reward authors of scientific and medical research publications and actively encourages collaborations between regional scientists, medical professionals, and foreign research organisations to take use of their respective competence.

According to the law, the Establishment will oversee all tasks and obligations related to the Sheikh Hamdan bin Rashid Al Maktoum Award for Medical Sciences and the Hamdan bin Rashid Al Maktoum Foundation for Distinguished Academic Performance, which were established under Decree Nos. (5) of 1999 and (16) of 2018, respectively. Additionally, all resources and personnel will be transferred to the newly established organisation, including their financial outlay in accordance with Law No. (1) of 2016 on the Financial Regulations of the Government of Dubai. All of these two bodies' powers and duties will be transferred to the Establishment. Within three months of the new Law's passage, the Establishment must work with the appropriate parties to ensure that its activities are compliant. If necessary, the Chairman of The Executive Council may extend the deadline at the Establishment's request.

The Law annuls Decree No. (5) of 1999 pertaining to the creation of the Sheikh Hamdan Bin Rashid Al Maktoum Award for Medical Sciences; Decree No. (16) of 2018 on the Hamdan bin Rashid Al Maktoum Foundation for Distinguished Academic Performance and their amendments; Decision No. (1) of 2019 relating to the formation of the Board of Trustees of the Hamdan bin Rashid Al Maktoum Foundation for Distinguished Academic Performance; Decision No. (18) of 2022 on the appointment of the Supreme President of the Hamdan bin Rashid Al Maktoum Foundation for Distinguished Academic Performance; and the decision to form the Board of Trustees of the Sheikh Hamdan Bin Rashid Al Maktoum Award for Medical Sciences, dated 24 December 2019.

Any further law that could be in conflict with the Law is likewise void. The laws passed to implement Decree No. (5) of 1999 and Decree No. (16) of 2018 are still in effect as long as they don't conflict with the new Law or any other existing laws, and until new laws are passed to replace them. Both Law No. 13 of 2023 and Decision No. 58 of 2023 take effect on the day of their publication in the Official Gazette.
